Change to hoopla’s Monthly Borrowing Limit

The monthly borrowing limit on hoopla has changed from 5 items per month to 3 items per month

Halifax Public Libraries has made an important update to our hoopla service. The monthly borrowing limit on hoopla for individual users has changed from five (5) items per month to three (3) items per month.

Why We’re Making This Change

hoopla is one of our most popular E-Library tools, giving you instant access to movies, TV shows, e-books, audiobooks, comics, and music. However, unlike other online resources, hoopla operates on a pay-per-use model—the Library pays a fee for every borrow.

As more people use hoopla, these costs have risen quickly and become increasingly difficult to predict regarding budget. Reducing the borrowing limit allows us to keep hoopla available for everyone, while also ensuring we can continue to offer a wide range of digital and physical resources.

What’s Changing

  • Monthly limit: As of September 17, 2025, each library card will be able to borrow 3 hoopla items per month (instead of 5).
  • Everything else stays the same: You’ll still have access to hoopla’s entire collection, and other digital services like Libby/OverDrive remain unaffected.

Other Ways to Read, Watch, and Listen

If you reach your hoopla limit, please remember there are plenty of other ways to enjoy free digital content through the Library, including:

  • Libby/OverDrive – Borrow and explore thousands of e-books and e-audiobooks
  • Kanopy - Stream a wide range of independent films, classic cinema, documentaries, educational videos, and foreign films
  • Medici.tv - Watch and listen to an online collection of concerts, operas, ballets, documentaries, master classes and jazz videos from renowned artists
  • CBC Corner - Use this easy-to-explore digital portal that brings together CBC and Radio-Canada’s news, radio, podcasts, music, TV shows, movies, documentaries, and learning resources in one place.

Thank You for Your Understanding

We know this change may be disappointing, but it’s an important step in keeping hoopla sustainable for the long term. Thank you for your continued support.
